Explaining the training, development, and empowerment model for Takaful industry employees using a comparative study and fuzzy Delphi approach

Abstract
Despite the growth of Takaful in the world, unfortunately, it has not been given much attention in Iran and many people are not aware of its concept. While Takaful is in accordance with the indisputable principles of the Quran and Sharia, it has been neglected due to the lack of attention of officials and insurance companies. Training and empowering human resources in the Takaful industry is considered one of the main strategies for positive adaptation to existing conditions in order to provide services based on Islamic Sharia as a competitive advantage, and therefore its strategic position and importance in companies active in this field is undeniable. The purpose of this research is to design a desirable organizational model for needs assessment and design training programs for employees working in the Takaful industry for the purpose of development and empowerment. This research is considered a developmental research type. In the process of conducting this research, a (qualitative-quantitative) research method was used. In the qualitative part, we analyzed the content of documents related to the subject under study (training needs assessment of employees). In the quantitative method, which was carried out using the fuzzy Delphi method, we determined the importance of the topics identified in the previous stage. A total of 20 course titles were classified into 4 levels of the entrance exam: introductory level, intermediate level, and advanced level and each topic was classified into four competencies: introductory, basic, main, and specialized.
